Now, the problem you have with new users is that they always start off at the bottom of the cost chart - ie, their price is never going to drop lower than it is now, so if you're ever going to buy an ad on their spot, you may as well do so when they're new. This leads to what i termed the "warm welcome" - new users often get swarmed with buyers looking for a bargain.
Those new users who are discerning advertisers anyway may well reject a number of the initial swarm on the basis of site-compatibility, others will simply accept them all. At this point they sometimes realize the pricing issue that has been pointed out here and wonder whether they shouldn't have accepted all their ad spots at the low price.
To be honest, I think there are a number of compelling reasons to avoid the "reject 'em all" approach.
* Rejecting accepted ads does bad things to your approval stats, others will be less likely to advertise with you later
* Running an ad for someone generates goodwill, it's a networking effect, they are more likely to accept your ad in return, and more likely to visit your site, drop their card etc.
* Acting in a "anti-social" manner has a feedback effect on the site itself. While I personally don't care what you do, if enough of our users find a given activity irritating or frustrating we may well take corrective action. While this will never punish you in retrospect, you may find yourself without any of the positives left.
So in summary, there are no rules against mass rejection of your adverts - there can't be, one of our founding principles is that every user has complete, unrestricted control of what appears on their site.
